Especially since time runs different in Heaven and Hell, they could have had chaos up there for years while it's only been months here. I don't see why it was necessary. I think it kind of makes even less sense given how time runs differently. It could have been a hundred years in Heaven and Hell, and Cas and Crowley STILL don't have a handle on things? In fact, I think the only reason they did it was for Dean's storyline, which we all know I hated.
