Maybe it's just Zachariah who is a control freak, LOL. Like did you notice in 4.22 that Castiel's tie is done? Zach probably turned to him and said, "fix yourself, you look ridiculous." I can imagine any angels who show up to report to him to get told to change their clothes, LOL.
