Yeah, that is true. There are some angels that just don't give a damn either way, which could be part of their personality while the others are part of a collective I suppose? I don't know. I think it's more along the lines of distinguishing them from the demons who just couldn't care less about the individual they are possessing. Which, in my opinion, is kind of interesting and clever of presenting the angels in such a way.
